Enhance layer management efficiency and user experience improvement

  1. Drag-and-Drop Functionality: Allow users to reorder layers by simply dragging and dropping them within the panel.

  2. layer Reordering arrangement such as moving a layer up, down, to the top, or to the bottom.

Layers can already be dragged and dropped. Rest of them are cool nice to haves AFTER Penpot solves their performance issues.
