for exporting designs from FIGMA in order to use it as mailings
and was wondering if there is a similar feature in PenPot

We plan to create a plugin structure for Penpot. In this way, tools similar to the one you mention can be made in the future.
At the moment you can make the design of your emails and review the code in the Penpot Handoff
