There’s no restriction on images or Penpot files (if they’re not massive.) But trust levels on this community restricts new user accounts from sharing files until they’ve entered 5 topics, and read 30 posts/read for 10 minutes. When you’ve done this, you’ll get the Basic badge and all restrictions are lifted. Sorry for this hurdle!
