This (where the object is outside of its bounding box) usually happens when a stroke is on the outside of an object.
If you want to add some extra space around your object/icon, it’s conventional to add a rectangle object in the same group as your icon and treat that rectangle as the background area for your object. (Usually called a “base background.”) Then you hide the base background layer. After that, you should be able to resize the object group while the base layer keeps your bounding box on the outside of your object.

(Sidenote: if you want to resize something with a stroke and keep the stroke proportions the same, you’ll want to turn on proportional scaling using the K keyboard shortcut.)
