I thought this post and accompanying bluskey thread by Pavel Samsonov was interesting and perhaps worth the Penpot community reading and discussing.
My thought is that Pavel gets a lot right. The hard part about building webapps is not really things like layout or writing code. The difficult part of both design and dev is about thinking through product questions. Design tools which start from the wrong premises (that the hard thing about designing is getting things laid out in a pretty fashion or the hard thing about developing software is actually writing the code) will produce suboptimal results IMO.
